Rythu Bharosa Eligible List 2020: AP YSR Rythu Bharosa Scheme Apply Online Eligibility Beneficiary Status Check Application Form:
The Government of Andhra Pradesh is implementing, “YSR RYTHU BHAROSA” from October 15th, 2019 for providing financial assistance to the farmer families including tenant farmers across the state @ Rs.12,500/- per farmer family per year to support the cultivators in meeting the investment during the crop season with a view to enable them to timely sourcing of quality inputs and services for higher crop productivity.
OPERATIONAL GUIDELINES ON “ YSR RYTHU BHAROSA”:
Benefits under the Scheme:
The Landholder farmer families who collectively own cultivable land irrespective of size of land holdings, will be provided a benefit of Rs.12,500/- per annum which includes benefit of Rs.6,000/- per annum per family provided by the GOI under PMKISAN in three installments. The existing validated landownership database will be used for identification of beneficiaries under this category of the
Financial assistance will also be provided to landless cultivators belonging to Schedule Caste(SC),Schedule Tribe (ST), Backward Class(BC) and Minority categories in the State @ Rs.12,500/- per year from the Budget allocation of the Government of Andhra Pradesh.
A farmer family is defined as “a family comprising of husband, wife and children”. Married children are considered as Separate Unit for considering “Landowner” means the owner of the land or a person legally authorised by the owner.
- A Tenant Farmer/Cultivator is a landless active cultivator who has taken land for
- “Agricultural Land” means land, which is used or is capable of being used for the purpose of Agriculture/Horticulture/ Sericulture crops, including the land assigned by the Government to the poor for agriculture purpose and which is being used for the above
- “Agricultural year” means the year commencing from 1st day of June to 31st day of May of next
- “Crop” includes all Agriculture, Horticulture and Sericulture
- “Agreement” means agreement for cultivation of crops between the land owner and the cultivator agreed in the form of Crop Cultivator Rights
- “Cultivator” means person who cultivates Crops by entering into an agreement with the land owner for Agriculture/Horticulture/ Sericulture, either on payment of rent or any other means of consideration without exclusive possession, for a period of 11 months and whose name is not recorded in any of the revenue records in respect of that agreement
The following categories of beneficiaries of higher economic status shall not be eligible for benefit under the scheme:
- All Institutional Land holders ; and
- Farmer families in which one or more of its members belong to following categories
- Former (ex) and present holders of constitutional posts,
- Former (ex) and present Ministers/ State Ministers and former/present Members of Lok Sabha/ Rajya
Sabha/ State Legislative Assemblies/ State Legislative Councils, former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats,
- All serving or retired officers and employees of Central/ State Government Ministries/Offices/Departments and its field units Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular employees of the Local Bodies (Excluding Multi Tasking Staff / Class IV/Group D employees),
- All superannuated/retired pensioners whose monthly pension is Rs.10,000/- or more(Excluding Multi Tasking Staff / Class IV/Group D employees) of above
- All Persons who paid Income Tax in last assessment year Professionals like Doctors, Engineers, Lawyers, Chartered Accountants and Architects registered with Professional bodies and carrying out profession by undertaking
- Persons owning farm lands converted into House sites,
Aquaculture or any other non agriculture usage either updated or not updated in the Revenue Records. Necessary ground truthing shall be done by village level functionaries of Revenue and Agriculture Depts.
- Persons paid Commercial Tax/ Professional Tax/ GST during last assessment
Land Owner Farmer Families:
The benefit of the scheme shall be provided to all the landholder farmer families who collectively own cultivable land irrespective of size of land holdings @Rs.12,500/- per annum (Rs.6500/- Under YSR RYTHU BHAROSA and Rs.6000/-under PM-KISAN) per family per annum as per land records, subject to
- Farmer families Cultivating under ROFR lands and D Patta Lands
( which are duly incorporated in the relevant records) are also eligible for benefit under YSR Rythu Bharosa.
- Farmers cultivating Acquired Lands for which compensation was not paid are eligible for benefit under the scheme.
- In case of joint holding the benefit will be transferred to the bank account of the person within the family with highest quantum of landholding.
- If the quantum of cultivable land owned by two or more individual family members is same, the benefit will be transferred to the bank account of the elder/eldest, as the case may be, of such members of that farmer
- The cut-off date for determination of eligibility of beneficiaries under the scheme shall be 09.2019.
Land Less Cultivators:
- The tenant farmer/family member shall not have any Agriculture/Horticulture/ Sericulture Land of his own.
- Support will not be extended for lease agreements with in the
- Minimum Area to be taken for lease by a single individual Landless Tenant is as

- Irrespective of Size of Holding, benefit will be extended to only one cultivator per Land Owner family between whom there will be lease agreement.
- Only One Tenant/Cultivator belonging to SC, ST, BC and Minority
Category will get benefit along with Land Owner Farmers. In case of multiple tenants to a single land owner, preference is given to the ST tenant for providing financial benefit followed by SC, BC, Minority tenants in the order of preference as per the existence of such categories .
- In Tribal areas, as per the Statute, only Tribal Cultivators/ tenants are recognized.
- A Land Less Tenant/Cultivator having multiple lease agreements is eligible to get benefit as single
- The lease agreement entered between Landless Tenant/Cultivator and
a Marginal Farmer who is residing in the same village will not be entertained.
- Cultivators/ Tenants cultivating the lands of Owners of excluded categories are eligible for the benefit under Rythu
- Tenants cultivating Inam lands/ Endowment lands will be extended benefit as per the recorded evidence available with Department of Endowments.
Methodology for calculation of benefit:
- Land Owner Farmer Families:
Department of Real Time Governance takes the landholder families as per Webland data of Revenue department, as it is the authorized data for land ownership system in Govt. of Andhra Pradesh. Purification and & Rectification of errors in webland data will be taken up by the Revenue Department in coordination of Agriculture Joint Verification and confirmation will be done by the Multipurpose Extension Officers(Village Agriculture Assisitant)/ Agrl., Extension Officers and village Revenue Officers at Village level, which in turn will be monitored by Mandal Agricultural Officer and Tahsildars at Mandal Level, Sub Divisional Assistant Director of Agriculture and Revenue Divisional Officers at Divisional Level and final confirmation will be done by the District Collector assisted by JDA, prior to uploading of data to 5 % random verification at Mandal level and 2% verification at Divisional level to be taken up on the verification process. One Deputy Collector rank Officer has to be designated for Supervision of entire process for each Assembly Constituency.
- Department of RTGS shall play the role of System Integrator (SI) in integrating different data sources viz., webland, Households (families) data from Praja Sadhikara Survey, CFMS for the data relating to Govt. employees, Pensioners, income tax, etc as per exclusion parameters.
Methodology for Identifying Land less Tenant Farmers:
- Creating mass awareness on “Crop Cultivator Rights Act 2019”.
- Organization of Grama Sabhas at village level for identification of the Landless Cultivator/tenants with the involvement of field functionaries of Revenue, Agriculture, Village Volunteers and Village Elders of the particular village. In this connection, necessary ground truthing shall be done by conducting field verification and reasonable enquiry to establish cultivation claim of the landless cultivators/tenants
- Sensitizing the land owners about Security of the land ownership right.
- No possibility of suit/prosecution/other legal proceedings on the agreement.
- Repealing of Andhra Pradesh (Andhra Area) Tenancy Act,
- Bank obligation for recovery of loan is on crop only but not on the land.
- Execution of Crop Cultivator Rights Cards (CCRCs) at Village Secretariats.
- Preparation of list of owners and Landless Tenants who sign on Crop Cultivator Rights
- Preparation of village wise list of SC, ST, BC and Minority Landless Tenant farmers along with their Aadhar No, Ration Card and Bank Account Details etc.
- Displaying the lists in the respective Grama Panchayats for inviting claims and objections
- Communicating the consolidated lists duly approved by the District Collector to RTGS for validation
Review, Monitoring and Grievance Redressal Mechanism:
There will be stratified review/monitoring mechanism at State and District Level. At State Level, the Review, Monitoring and Grievance Redressal Committee was already constituted with the Principal Secretary, Agriculture and Cooperation, GOAP as Chairman and the Commissioner & Director of Agriculture as Convenor.
In similar lines, the District level Review, Monitoring and Grievance Redressal Committee was constituted with the District Collector as Chairman and the Joint Director of Agriculture as Convenor as notified by GoAP vide G.O RT 152.
To further, decentralize the Grievance Redressal Mechanism at Mandal Level, Committees may also be constituted with Tahsildar as Chairman and Mandal Agricultural Officer/Horticultural Officer as Convener.
The review/monitoring committees as notified above will also act as State and District Level Grievance Redressal Monitoring Committees for looking into all the grievances related to implementation of the scheme. Any grievances or complaints which are received should be disposed off on merit preferably within two weeks’
Modalities for transfer of benefit:
- RTGS shall support Department of Agriculture in development of web portal and mobile application for YSR Rythu Bharosa (YSSRB) program, building upon the database of PM KISAN program towards validating/finalizing beneficiaries under YSRRB through ground- truthing/grama sabhas and also in ensuring payment to the beneficiaries directly to their bank accounts through Direct Benefit Transfer (DBT)
- Department of RTGS shall enable payments directly through DBT via a sponsor bank through a state account managed by O/o Commissioner and Director Agriculture.
- Department of RTGS shall provide support to Commissioner, Agriculture in redressal of Grievances on YSRRB through its call centre. Citizens can reach out to Toll Free Nos 1100 or 1902 for raising a grievance and same shall be redressed in coordination with Dept. of Agriculture. There shall be State/District/Mandal level grievance redressal committees.
- Beneficiary would be intimated about credit of amount to his accountby Short Messaging Service (SMS) via the destination bank and also through Village Voulenteers .
