Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a skill development initiative scheme of the Government of India for recognition and standardisation of skills.

The aim of the pmkvy scheme is to encourage aptitude towards employable skills and to increase working efficiency of probable and existing daily wage earners, by giving monetary awards and rewards and by providing quality training to them. Average award amount per person has been kept as ₹8,000 (US$110).

Those wage earners already possessing a standard level of skill will be given recognition as per scheme and average award amount for them is ₹2000 to ₹2500. In the initial year, a target to distribute ₹15 billion (US$210 million) has been laid down for the scheme. Training programmes have been worked out on the basis of National Occupational Standards (NOS) and qualification packs specifically developed in various sectors of skills.

For this qualification plans and quality plans have been developed by various Sector Skill Councils (SSC) created with participation of Industries. National Skill Development Council (NSDC) has been made coordinating and driving agency for the same.

An outlay of ₹120 billion (US$1.7 billion) has been approved by the cabinet for this project.The scheme has a target to train 1 crore Indian youth from 2016-20.[5] As of 18 July 2016, 17.93 lakh candidates were trained out of 18 lakh who enrolled for the scheme.

PMKVY Short Term Training:

The Short Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs shall also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy. Duration of the training varies per job role, ranging between 150 and 300 hours. Further,Short Term Training (STT) component under Centrally Sponsored Centrally Managed(CSCM)is being implemented through National Skill Development Corporation (NSDC).

What is the channel for submission of Special Projects ?

What is the definition of placements under PMKVY 2020 ?

A candidate is considered to be placed if the candidate fulfils the following conditions:

  • Candidate is certified and placed
  • Candidates is placed within 90 days of certification
  • Candidate is in continuous employment (wage or self-employment) for 3 months
  • Candidates placed in wage employment are earning atleast equal to or above minimum wages as defined by the state employment guidelines

What is the objective of mobilisation under PMKVY

PMKVY is applicable to any candidate of Indian nationality who is unemployed, school or college dropout, or as identified by the Sector Skill Council (SSC) for their respective job roles. The existing mobilisation goals to that effect are, therefore, expected to meet the following objectives:

  • Spread awareness about PMKVY to the community at large
  • Identify the suitable beneficiaries in accordance with the scheme guidelines
  • Counsel the identified candidates and enrol them under the courses best matched with their aptitude
  • Dovetail PMKVY with other national missions, such as Jan Dhan, to facilitate universal financial inclusion and other flagship programmes for entrepreneurship, Startup India etc.

What is a Rozgar Mela?

Rozgar Mela- The Scheme aligns itself to the common norms and, therefore, part of the Training Partner payment structure is linked to the placements. It is, therefore, important for the Training Partner to place at least 50 percent of the batch under PMKVY to ensure that its performance is not downgraded. For this, TPs must conduct Rozgar Melas mandatorily every six months with adequate press and media coverage. The Rozgar Mela must have presence of at least four companies, which would extend employment offers to the candidates who have successfully completed their trainings under PMKVY.

Do’s and Don’ts for the Rozgar Mela Training Partners:

  • Inform the National Career Service and Model Career Centres
  • Inform the candidates of employers who are attending
  • Inform the candidates of the skills that are desirable by the employer
  • Impart resume writing training to the candidates
  • Prepare candidates through mock interviews and provide feedback
  • Must ensure that candidates carry sufficient hard copies of their CVs during the interviews
  • Update the clippings/videos of the event on social media
  • Report the number of candidates who got employed on the SDMS and keep the proofs for validation
